Split off the MOBILE part from the GoGreen and configure it as a separate subsite, one for English, one for Dutch

The mobile site reuses the same content. Because internal links should stay on mobile when the document is viewed on mobile, the mobile site needs to be a separate site. Also for linking from mobile English --> mobile Dutch this is needed.

Furthermore, the separation is much cleaner as viewed from configuration point of view.

Now, also the mobile sites can have their own template composer, and their own building blocks
