Implicit tag library should specify jsp version

Implicit tag libraries (consisting of .tag files in WEB-INF/tags) lack TLDs to describe the target jsp version. In WebLogic, the target jsp version is hardcoded to be 2.0, but the tag libraries in go green require jsp 2.1. Following the jsp specification an implicit.tld file can be added to the implicit tag library that specifies the target jsp version.
