Rat plugin reports many unapproved licenses

1) Build the project with mvn clean install -Ppedantic
2) Build fails with error:

[ERROR] Failed to execute goal org.apache.rat:apache-rat-plugin:0.9.RAT125:check (default) on project hippogogreen: Too many unapproved licenses: 617 -> [Help 1]
