Create new dist and launcher build configuration

Goal and tasks:

• update or replace the dist profile (probably best move to separate dist 'module' project)
• automatically download and bundle tomcat
• cleanup and refresh dist LICENSE and NOTICE files, which should point and reference to tomcat and (extracted) cms/site specific LICENSE and NOTICE files in the target archive(s)
• move platform launcher 'tutorial docs' into gogreen (dist) module
• cleanup and 'generalize' the platform launchers to use external (but bundled) background image and (version, title) labels from ini or property file
• support creating platform laucher dists through repackaging and merging the above generalized 'shallow' launchers with the 'raw' gogreen tomcat distribution archive (can be delivered and maintained as separate/standalone script)
