Regression - Translation ID is missing when a existing document type is edited

1. Log in to CMS as admin
2. Navigate to Documents >> Configuration >> Select a document type "Events"
3. Click on Edit and for summary field select the check box Multiple
4. Save & close >> Commit the new change
5. Go to documents perspective and select events folder
6. Add a new document of document type event

Issue - The new document does not have translation feature
