Settings Management: add disallowedduplicateheaders to the URL rewriter tab

In 13.1, a new property urlrewriter:disallowedduplicateheaders was added to the URL rewriter, see https://www.onehippo.org/library/enterprise/enterprise-features/url-rewriter/use-the-url-rewriter.html

This setting is not supported by the settings management plugin.
