Embargo workflow translation name not shown

The localized name of the embargo workflow is not shown anymore. Since 11 the name of the workflow is read from /hippo:configuration/hippo:translations/hippo:workflows/<childnode> and not anymore from /hippo:configuration/hippo:workflows/embargo/hippo:translation.

The latter nodes should be removed (use initialize items with contentdelete instructions) and a json file with translations must be bootstrapped.

Create a follow up issue to get fr, es, zh etc translations.
