Embargo: documents aren't put under embargo by default with multiple embargo groups

When in the CMS a new embargo group is created and an embargo editor from the new group creates a new document, this document isn’t put under embargo by default anymore.

And after a new group is added it also happens for existing embargo editors from the existing "embargo-editors-example-group". So documents they create aren’t put under embargo by default as well.
