Extend FileInstruction with append action

When working with HST properties files, like the new platform.properties introduced by HSTTWO-4649, it's more useful to be able to append a number of new properties to the existing default file rather than overwriting the whole file. Adding an append action to the existing FileInstruction solves this neatly.

The first use case example will be ESSENTIALS-1284.
