Creating document for FAQ component using Create content doesn't have functional value.

FAQ component allows creating FAQ  document item using manage content buttons but beca having that document on the page FAQ list item should be set up with reference to new item. For now having create content button for FAQ doesn't make functional value while updating FAQ list item with reference to new FAQ document is out of scope of generic create content feature.

Expected - no create content option for FAQ list documents.
