Clean up plugin descriptor

Go over the plugin descriptors and see if all fields are still needed. ParameterService should be phased out. Check if the @ annotated fields are still necessary, or can be dropped/replaced by a solution which produces cleaner JSON. Consider moving the instructions.xml files to a dedicated location / name (convention), so Essentials can scan for them, rather than naming them in the descriptor.
