Create xml instruction to add annotated HST bean mapping to site web.xml

Currently, several plugins have to define quasi-identical custom <execute> instructions to make sure a certain mapping is present in the Site web.xml. Essentials should facilitate this better out of the box, by implementing a <hst-bean-mapping> instruction.
