[Backport 10.2] Create separate Jira project for feedback

Problem: The Essentials feedback is logged in the Essentials project
Feedback contains the name and email address of the person providing feedback, this is now publicly exposed.

To avoid this create a new Jira project that by default is protected. The feedback provider must be copied to this project
