[Backport to 3.0.1] - Position edit button of base menu

    Description

      Edit menu buttons have been repositioned in issue ESSENTIALS-995, but one template has been left out. The base-top-menu.ftl that is used to render the main menu of the site was overlooked. See the screenshot where the menu at the top has the button in the container above it. The menu template of the menu that was dragged in the footer container is already OK.
