Revision history gets created for document which is copied from existing document

Steps to reproduce issue:-->
You can use gogreen project on test server ,HAP project or create a new archetype based project after adding news feature from essentials.

1.Open an existing news document.
2.Copy this document to new document eg.'test"
3.Check the revision history for the copied document i.e "test"
4.You will see offline state.Check screenshot for reference.

Expected:-->So no revision should be created when a document is copied Because as per the revision history dialog. "Revisions are created when a document is published and when taken offline.

Note:-->issue is not reproducible in 10.1 sales demo.It's reproducible in HAP project,go-green project,archetype based project on 10.2 (trunk).
