Regression: content listing not expanded by default

This may be caused by the changes for CMS-9311. Reproduction on cms.demo.test.onehippo.com:

1) log in
2) go to content perspective
3) observe how the listing is not expanded and the editor-space is blank

expected behavior: listing is expanded, no blank parts on the screen.
