[forward port to trunk] Datepicker shows wrong values for Dutch in schedule publication

When you schedule a publication there is a date picker to help you. In Dutch mode the date picker shows the weekdays as starting on Monday and ending on Sunday. The default (English) behavior is Sunday through Saturday. The actual days are not adjusted however, so in Dutch the weekday is always shown as one day ahead of what it really is. The actual values supplied are correct only the display here is wrong.
