URL name can only be reset for the 1st time after the error

During the testing of CMS7-9393, the following problem was found:

Issue is checked in gogreen enterprise project.URL name can only be reset for the 1st time after the error & not after that.
steps to reproduce:-->
1.enter "foldercheck" as name in name field.
2.clickon edit & enter ":test"
3.user gets error.
4.Now use reset link to reset the url.It works which is correct.
5.Now again click on edit & give the valid name "NEWTEST" in url.
6.Now try to reset the url.But still the ":test" will be entered
Expected: foldercheck should be entered in the url field as long as its bvalue doesn't change in the name field.
