Backport 9144 to 7.9 No check for existing folders at the time of translations & results in creation of same name folders

steps to reproduce:-->
1.create a new folder "test-en" in Hippo Go Green Documents
2.create a new news document "test" inside that folder
3.Now add the Dutch translation for that document using translate dialogue.
4.Give the folder name as "Producten" which already exist in the Dutch content type documents.
5.Give a name to document.
6.click Ok button.There is no check whether "Producten" folder already exist or not.
7.Now check under "Hippo Duurzaam .Two folders with same name "producten" gets created.
8.So the behaviour in step 7 is not correct.

So the above behaviour lets user create same name folders under documents.

Note - While making the back-port, remember to include CMS7-9040 as well.
