Regression: Bulk publication is not working for newly created documents

1. Log in to CMS, navigate to documents and "Create 2 new Events documents"
2. Take offline "two events document" (Save & Close)
3. Edit and save "two events document"
4. Now access "context menu, publish all in the folder" of the folder where all the above documents are edited.

Expected - The pop-up should show "Number of documents to publish: 6"
Actual - Number of documents to publish: 4
Newly created documents are not counted in bulk-publication.
