Update htmlcleaner dependency from 2.7 to latest 2.10

    Description

      We currently use http://htmlcleaner.sourceforge.net/ version 2.7, latest release is 2.10.
      We need to check/verify updating to this last version for CMS 7.10, and if feasible maybe even backporting it to 7.9
