Menu editor: changing menu item levels requires large movements

The mechanism of dragging menu items between levels requires large movements, there is not a 1:1 correspondence with the mouse pointer.

When dragging a lvl3 item to lvl1 I need to move my mouse beyond the menu-editor window which is awkward.
