'reference not found' message in /console for HST config nodes misleading and sometimes incorrect

The 'reference not found' message when for example the HstReferenceEditor for /console cannot find the, say, template node belonging to a hst:component node is misleading and quite often incorrect. It results in developers working in the console thinking their hst config is broken, but it isn't (it might be broken).

It is because the HstReferenceEditor cannot include all the HST enhanced model logic. To really have decent feedback, we need quite a different approach, see CMS7-8094

For now, best thing we can do is change the red 'reference not found' into a blue 'Reference might be inherited'

Note I will also remove all translation files, as the /console webapp isn't translated at all any way
