Regression - Unable to select offline documents in internal link picker

1. Login to CMS as admin
2. Navigate to documents folder and select any document
3. Edit the document, select a text in CKEditor and click on internal link picker
4. In internal link picker try to link it to offline document

Expected - User should be able to link offline document.
Actual - It is not possible to link offline document (refer screenshot) OK button is not enabled, enables only in case of live document
