Create new CMS Launchers based on Tomcat 7

In CMS 7.9 we switched to using tomcat 7. The launchers still attempt to start a tomcat 6 container with cargo.

Other improvements:

• update cargo version used by launcher
• detect whether port 8080 is already in use and provide feedback to the user if it is
• give feedback to the user if other errors occur
