Update Cargo Maven plugin. Current (old) plugin has issues with Tomcat 7

The 1.1.3 Cargo plugin version defined in the project pom does not work well with Tomcat 7. For example the administrator user management is not working:

Current version of the plugin is 1.4.7

Since the plugin version 1.2.3 the deployables configuration has changed. It must now be in the root configuration element instead of the nested configuration element. Deployables definitions as we have it in the Hippo poms is no longer valid.
