Functional change - Users with "Author" rights unable to translate a document

1. Login to CMS as author
2. Select any document and that is not translated
3. Access the translation menu and select a language
4. Attempt to translate the document

Expected - Document should be translated without any errors
Actual - "The action failed" error is shown in the UI and attached exceptions are shown
