Functional change: Document type Commit is now a toolbar action, no longer in Type Actions menu

Functional change:
Go to Configuration/Namespaces and create a new document type
Expected: Menu Type actions with Commit menu item
Actial: Commit is a toolbar button, the Type actions menu no longer exists.
