Autoexport should be regarded as disabled when exception occurs while reading module configuration

    Description

      If the module configuration doesn't exist for instance, then it regards it as enabled now.
      I accidentally found this problem when I tried to import /hippo:configuration node from another server to my local server.
      It should be regarded as disabled when exception (e.g, PathNotFoundException) occurs while reading module configuration.
