Tag cms 2.24.08 and channel manager 2.24.10
Update release pom also

JK - Updating the description
To have a stable 7.8.7 release we decided to have minimal changes in the release. So 7.8.7 will have the same stack as 7.8.6 plus fix for CMS7-7508 plus HST-2.26.09.
This means all the core plugins and forge plugins will be same as 7.8.6. So I have reverted these versions as part of CMS7-7637.
