Allow resource bundle overriding by repository based translation

Repository based translations (hippo:translations/*) are not currently overriding the default java resource bundle files (.properties) in the jar for the plugin component. It must be better to allow overriding in the repository based translations.

By the way, this kind of overriding is working in the trunk (2.26.00), which seems to have been improved by the wicket6 upgrade.

So, this improvement is needed only in 2.24.xx branch.
