Regression - CMS dialog (pop-ups) are not opening in IE 9

    Description

      1. Login to CMS using IE9
      2. In home dashboard click on create a news document

      Actual - Nothing happens, JS error is shown in dev tools (refer screenshot)

      I see the same error while access folders context menu or any function that needs a pop-up

      This issue is occurring only in 7.7. Tested on 7.8 and trunk it is working fine there.
