Backport CMS7-7204 to 7.7: Component properties panel doesn't resize

Please backport CMS7-7204 to 7.7.

Reproduction Path in GoGreen:

1) Open English Website Channel
2) Click on a component
3) Resize the Properties Window
4) Click on another component (like Jobs in the screenshot)

Actual: The Properties Window does not resize and some component properties are covered by the window.
