Regression - Unable to upload image/asset of size greater than 4 M

• Login to console with admin user-id
• Navigate to /hippo:configuration/hippo:frontend/cms/cms-services/imageValidationService
• Change the max.file.size to 10M and write changes to repository
• Now login with author in CMS, navigate to Documents >> Images >> access context menu >> add image...
• From the link picker select an image which is between 4M & 10M, and click upload

Expected - The image should be uploaded
Actual - I see below error "Upload must be less than 4M"

Note: This defect occurs with both image and assets.
