BACKPORT - Load perspectives lazily

    Description

      Perspectives are currently all loaded when the user logs in. This causes a lot of plugins to be instantiated, config to be read and markup to be generated.

      If the perspectives could be loaded lazily we expect the log-in experience to be much better.
      I.e. delay instantiating the plugin cluster backing them when the perspective is selected.
