When the request for publication is removed, it should be possible the request a deletion for a published document. Currently, this sometimes works, and sometimes not

As long as we do not experience this bug while working in cms, it can be scheduled for m6. If we experience this in cms, it will become a blocking issue for M5.

Also currently, at unpredictable moments it works, but most of the time it doesn't.
