Regression: Reject publication request doesn't work

To reproduce:

• As an author, open a document
• Request publication / take offline
• Log out, and log in as editor
• Open the same document
• Reject the publication

Expected: The request is removed (options to publish/take offline become available)
Acutal: The request is still there.

There is only a warning logged:
