Set request timeout to 10 minutes in development mode

Doing a debug session on CMS7 can be quite frustrating since Wicket does a time-out on the request after 1 minute by default. This is totally fine in production mode as we don't want users to wait too long, but during debugging it often takes longer than 1 minute to step through the code.
