Quicker/easier movement of UI elements

• pages have components
• the visual editor has fields and content blocks

In all cases these UI 'elements' are difficult to move; whether on a page or within the side-panel. We need to implement a solution which will solve this movement issue.

NOTE: a similar issue, related purely to solving movement awkwardness within documents, exists within https://issues.onehippo.com/browse/CMS-11305; this is why 'movement issues' within documents are not mentioned in this ticket. This ticket is purely about page and side panel object movement.
