Thumbnail always uses flash upload, even if it's disabled.

    Description

      Trying to upload a thumbnail of an image fails if the machine does not support flash.
      Even if flash upload is disabled for all image uploads (by setting fileupload.flashEnabled = false), it still uses flash.
