Show channel manager perspective for editors

The channel manager perspective is accessible for users which are not part of the admin group, for which manipulating and reading the hst configuration via the rest service is not working.

Introduce a separate role 'webmaster' that is assigned to editors by default. They should be able to use the template composer and create channels. Authors should only be able to preview the site, and use the surf & edit buttons.
