Show 'broken language' icon for unknown countries

Incorrect configurations can lead to situations where folders or documents have locales that are not known in the system. This is not visible in the UI, however. The consequences are not trivial to trace back to the root cause.

The proposal is to show 'broken' flags in the tree when a folder or document has a locale that is not known.
