Template Composer Internationalisation of ParametersInfo

The names of the component parameters should be internationalised like it is done with the resource bundles for ChannelInfo in the channel manager.

First the template composer needs to be aware of the locale which is currently used in the wicket session, to get the localised parameter names the local can than be passed via the /parameters rest call to the HST to load the right bundle.
