Unable to create any new users in go green test server

1. Login as admin in cms
2. navigate to admin panel than "Control panel >> Users >> Create user "
3. Enter the required details like "username", "password" and "confirm password" before clicking ok

Actual issue - Nothing happens
Expected issue - New user should be created otherwise appropriate error message should be shown to the USER"
