Unable to click on expand/collapse button in channel manager perspective

1. Log in to cms and navigate to channel manager perspective

Current behavior & issue -
1. When I click on expand/collapse button nothing happens
2. When I click on any channel name then properties pane slides thru, now I am able to click on expand/collapse button (otherwise i cannot)

Expected behavior - Blank properties pane should slide on right hand side of the page
