Translation - read only user is able to translate a document

Prerequisite:
1. Create a new group "test editor"
2. Add two new users (editorj01, editorj02) to the above group
3. For below security domains, enable above group for readonly access;
defaultread, hippodocuments, hippofolders, hippogallery

Steps:
1. Login to cms with one of the above user-ids
2. Navigate to documents >> any document
3. User sees only three buttons "Translate", "View" and "Share" (Note - User does not have edit option, meaning - user does not have the permission to edit document)
4. Click on "Translate" button and select any language where you see "plus" sign

Actual issue:
1. User is able to give names to folder and document
2. User is able to translate the document (first attempt throws an error - but subsequent tries are successful)

Expected behavior:
User should not be shown a language with plus or there should be a pop-up with appropriate error message saying user does not have right to translate the document.
