CancelWorkflowPlugin can't reliably find out the state of the document

CancelWorkflowPlugin uses the hipposched:data (binary) to find out the state of the document, which can be unreliable. This leads to the problem that the document shows "Unknown task scheduled" even though the state/action is set correctly.

As discussed, the data model needs to be updated to fix this.
