Disable ehcache and quartz "phone home"

On startup, ehcache and quartz libraries are phoning home.
This can (and should) be disabled.

We need to have this fixed in the HST (EHCache) and the Repository (Quartz). Ideally we have a property on the classpath such that Quartz/EHCache dependencies through third party are also covered. Otherwise changing the configuration file is hopefully sufficient.

Fix should be backported to 7.4, 7.5. and trunk
