Console menu gone after upgrading CMS from 2.18.02 to 2.18.03

    Description

      After my upgrade from CMS 2.18.02 to 2.18.03 I do not have a workflow bar anymore at the top of my console screen (see screenshot). This is due to the fact that the configuration inside the repository has changed for the menu. This needs to be handled by an updater, because now this is broken.
