Image cropping - Initial coordinates of the cropper is not always correct

1. Start CMS and navigate to images folder
2. Edit any image and click on crop button
3. Observe the co-ordinates of the cropper and the preview image of the thumbnail

Actual issue - The preview image of the thumbnail misses the 10px gap, instead of starting from (10,10) px it start from (0,0) px
In the attached screenshot the thumbnail is just while but the cropper has bit of black lace.
